[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide qualified firms to conduct a comprehensive analysis on how the Tacoma Police Department can most efficiently and effectively utilize its resources to staff the department and continue its efforts to reduce crime, respond to calls for service, and engage the community to the government authority located in Tacoma, WA.
•  Staffing Analysis and Workload Evaluation: - Identify and recommend appropriate staffing and deployment levels for every discrete operational and support function in the department. This includes:
o Evaluating and analyzing the number of officers assigned to patrol vs non-patrol functions (i.e.
operations, investigations, administration, etc.).
o Conducting a staffing analysis of the department’s support functions (i.e. technical support,
program support, analytical and forensic services, etc.) and rank structure (to include command
staff)
• Conduct a data-driven analysis to identify actual workload through the evaluation of current staffing to include:
o Developing comprehensive strategies to improve efficiency and effectiveness that rely on actual
levels of demand for police services and supply of police resources including but not limited to:
staff utilization, calls for service, crime rate, workload, deployment, standby utilization, unobligated
time vs. obligated time, training schedules, and operational commitments (including the
department’s community engagement work).
o Assessing current shift schedules/length, and how it affects utilization and deployment.
o Assessing current use of overtime.
- Gap Analysis: - Perform a gap analysis (using workload evaluation/analysis), comparing the “as is” state of the department to identified efficiencies and recommendations developed through the above staffing analysis and workload evaluation.
- Union Contract Review: - Assist the City Attorney’s Office with review of union contracts to identify mandatory subjects of bargaining associated with any recommendation or strategy.
(2) A pre-proposal question must be submitted no later than on November 11, 2019.
