Government Authority located West Hollywood, California; USA based organization looking for expert vendor for staffing analysis and optimization plan services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide staffing analysis and optimization plan services to conduct an in-depth
analysis of the City’s current staffing and operations, and create a
detailed organizational staffing optimization plan
A. Review of all job specifications, including supervisors and managers.
B. Interview with all Department Heads (12), Managers (24) and select staff regarding areas of responsibility and work plans.
C. Review applicable Memorandums of Understanding and shift scheduling procedures for impacts and related staffing requirements and restrictions.
D. Review the City’s staffing and overtime history.
E. Assess staffing needs and optimal staffing levels based on the current service levels, as well as the various work plans for each of the City’s departments.
F. Identify any redundancies or barriers to efficiencies in workflow processes, suggest any beneficial adjustments to staffing or classifications, and recommend any opportunities as they relate
to staffing decisions.
G. Compare and analyze the City’s current operational needs to industry standards and best practices of other cities or municipalities of similar size.
H. Provide an optimization plan, which streamlines business processes with the goal to gain efficiencies, reduce redundancies, recommend appropriate staffing structure and levels, and improve overall operations. Consider organizational, logistic, operational and other constraints, and discuss options
to address or work within these constraints to achieve optimization to the government authority located in West Hollywood, CA.
(2) All questions must be submitted no later than April 22, 2019.
(3) A contract period will be for three years.
[C] Eligibility:
- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
