[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide target zero manager services to the government authority located in Olympia, WA.
- Developing and employing a localized strategy that encourages positive traffic safety behavior by assessing the traffic safety culture in your region using a data-driven approach,
- Understanding your region’s specific needs, you will develop an annual strategy (in concert with a local coalition of law enforcement agencies) with quarterly benchmarks that will focus federal and state resources towards the issues you and your coalition identify,
- Expanding and leading a coalition of the law enforcement agencies from within your region,
- Conducting public outreach to coordinate your coalition’s efforts with other organizations within your region, such as school districts, health departments, parent associations, private businesses, media outlets, and victim advocates,
- Conducting project coordination by collaborating with the network of private, public, and non-profit stakeholders that you establish, to develop community traffic safety projects and messages that will drive positive behavior change,
- Attending statewide TZM meetings,
- Traffic Safety Task Force (Regional Law Enforcement Coalition):
- Encourage regional law enforcement agencies to prioritize traffic safety enforcement with budget and staffing; assist them by leveraging state and federal resources,
- Empower, inspire, and lead the task force to be innovative, creative, and not afraid to challenge current practices and develop new models,
- Community Outreach:
- Build proactive traffic safety culture. Dispel misperceptions that risky driving behaviors are common through data-informed messaging. Understand the community and ensure that traffic safety messages are being heard by everyone. Find ways to make positive traffic safety culture a topic of conversation in the community,
- Develop a Regionally Based Data Driven Strategy:
- Identify problems, generate potential solutions, and establish a plan of action,
- Gather and analyze data; make decisions and assign resources based on empirical information,
- Develop Expertise in Traffic Safety Issues:
- Seek out and engage with subject matter experts and peers with expertise relevant to your program areas so that you develop a network of experts on which you can call,
- Seek out training opportunities to build knowledge, skills, and abilities.
