[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide consulting and training services regarding Equal Employment Opportunity (EEO), and the laws and regulations governing EEO as it directly applies to agency to the government authority located in Norfolk, VA.
A. Provide and maintain EEO/AAP Software for management of agency data to support EEO/AAP reporting requirements.
B. Develop and implement training and development programs for supervisory, management, administrative, and non-administrative staff regarding EEO laws and regulations and how they are applied in the workforce. Such training shall include the following (at a minimum):
i. Summary of the evolvement of EEO laws and the administrative agencies responsible for enforcement
ii. Definition and description of EEO laws and regulations affecting HRT;
iii. Review of all HRT policies and procedures regarding EEO, sexual harassment, hostile work environment, ADA, etc.; and,
iv. Review of actual court cases, presented by attorneys, regarding EEO claims within the workforce
The Consultant must be in person for all trainings, orientations, triennial reviews, and yearly meetings to go over the EEO/AAP Book and other sessions.
C. Present shortened versions of the above program to employees in HRT’s monthly New Employee Orientations. The number of employees attending the orientation sessions may vary between ten (10) to thirty (30) employees.
D. HRT may request additional training/workshops for hiring managers and supervisors to enable them to effectively prepare for and conduct interviews.
E. Additional training/workshops may also be requested for managers, supervisors, union personnel and others on new EEO laws to include transgender and any other laws that get updated during the period of the Contract.
F. Assist staff in the preparation and update of the required EEO/AAP to submit to FTA. This update is required to be submitted to FTA on a 4-year cycle. Such work shall include updating the demographic data for the Hampton Roads region and for the HRT workforce, and development of charts to display all data. The updating shall be done at the beginning of each year

(2) All question must be submitted no later than July 20, 2020.

[D] Work Performance:
Performance of the work will be Onsite. Vendor needs to carry work in their office location.
