(1) Vendor needs to provide staff development trainings services to development and delivery of at least one staff training on each of the following topics based on staff scheduling and availability state legislative process and public health codes, lobbying versus advocacy, local powers, policy messaging and introductory community organizing, trainings should include opportunities/examples for practice and application, trainings should include a method for receiving staff feedback on the quality and usefulness of each training provided by the consultants to the government authority located in Culpeper, VA.
